We hope you are enjoying the summer, and we have several fun things we'd like to share with you.  There are some positive changes you'll appreciate and even some cool social events planned.  These are all suggestions direct from our homeowners, and we are excited to see it all coming together.  Take a look!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; Upgrades at the Clubhouse!&lt;br /&gt; &lt;br /&gt;Parkway Village ClubhouseParkway Village Clubhouse&lt;br /&gt;We are pleased to announce some much needed updates to the clubhouse.  The clubhouse, pool and tennis courts are a $1 million dollar resource that we all collectively own as members of our association.  A few things had fallen into disrepair over the years, and it was time to make some changes.  Our mission is to keep this facility as beautiful as possible and maintain it as a property you can use and be proud of. &lt;br /&gt; &lt;br /&gt;Here are some updates we've completed so far:&lt;br /&gt; &lt;br /&gt;1. New refrigerator in the kitchen.  The little dorm fridge previously there just wasn't cutting it, especially when the space is rented for parties and showers.  The new one is a standard size Energy Star appliance and should be large enough to keep your drinks and party trays cool.&lt;br /&gt;&lt;br /&gt;2.  New electric hand dryers in the restrooms.  We were incurring some unexpected expense repairing plumbing in the clubhouse when paper towels had been flushed down the toilet.  It happened a couple of times, so we needed to take some action.  The hand dryer solution is simple and inexpensive and will save ongoing costs on paper towels also.&lt;br /&gt;&lt;br /&gt;3.  New carpet upstairs.  This was way overdue!  The old carpet was 25 years old and worn out.  It's been replaced with an industrial grade berber, and it looks and smells great!&lt;br /&gt;&lt;br /&gt;4.  New windows to replace clouded glass.  There were only a few of these necessary, but it made the facility look old and rundown.  They have been replaced with energy efficient double-pane glass.&lt;br /&gt;&lt;br /&gt;5.  New back door.  The door was damaged and the glass clouded.  A new one has been installed.&lt;br /&gt;&lt;br /&gt;6.  Refurbished hot tub at the pool.  This was a necessity to keep things running, as it was getting expensive maintaining the old materials.  A new gel liner was installed and concrete has been poured, and new ceramic tiles have been installed around the top edge.  It looks great!&lt;br /&gt; &lt;br /&gt;As our individual homes age we are all likely dealing with similar issues as the ones at our clubhouse.  These updates are what you let us know you'd like changed, and we greatly appreciate your input.  Of course we are always concerned with finances and keeping a healthy dollar amount in our reserve account at all times.  These updates were relatively inexpensive and have made a huge difference already in the appearance of our property.  Stay tuned for more positive changes in the near future!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; Meet Master HOA Board Member, Vicki Denton&lt;br /&gt;&lt;br /&gt;The newest member of the Master HOA board, Vicki currently serves as Member At Large.  She is also President of the Villas HOA, providing the Master board with a unique perspective and a view from life at the Villas.  Vicki is a long-time resident of Dallas.   Originally from Knoxville, Tennessee she has been a homeowner in the Villas since 1999.  She has three adult children, two sons and a daughter (all married) and one grandson who is with his parents in Singapore.&lt;br /&gt;&lt;br /&gt;Vicki works in North Dallas for a family-owned business as an executive assistant to the CEO and President of a successful land development firm.  Their current project is building new shopping center complexes off of I-75 and Stacy Road called The Village at Fairview and The Village at Allen.  Her main passion is golf, and she spends any extra time pursuing that passion.  We are pleased to have her as part of our team!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; HOA Summer Fling, June 27&lt;br /&gt;&lt;br /&gt;Music, Hot Dogs, Dessert, Fun!!&lt;br /&gt;&lt;br /&gt;Sunday, June 27&lt;br /&gt;6:30 - 9:00pm&lt;br /&gt;at&lt;br /&gt;Parkway Village Clubhouse&lt;br /&gt;&lt;br /&gt;Join us at this HOA event for summertime fun to meet and network with neighbors, enjoy the pool and some good music.  Come and view the recent improvements at the Clubhouse, and have some great food and desserts! &lt;br /&gt;&lt;br /&gt;For those of you wanting a more air-conditioned experience there will be a representative on hand at 7:30pm from Calloway's Nursery to give advice on landscaping small yards.&lt;br /&gt;&lt;br /&gt;Bring your favorite dessert to share, and we'll all have a great time!  &lt;br /&gt;&lt;br /&gt;SEE YOU THERE!!!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; Protect Yourself from Crime&lt;br /&gt;&lt;br /&gt;Check out this important message from Kevin Janse of the Dallas Police Department about protecting your car from theft.&lt;br /&gt;&lt;br /&gt;Did you know that the #1 crime in Dallas and across the nation is the burglary of motor vehicles?  The Central Business District and Texas Auto Theft Prevention Authority teamed up and initiated a proactive crime prevention program called LOCK, TAKE and HIDE. The message is simple:&lt;br /&gt;&lt;br /&gt;· LOCK your car,&lt;br /&gt;· TAKE your keys and&lt;br /&gt;· HIDE your belongings&lt;br /&gt;&lt;br /&gt;By following a few crime prevention tips, citizens can reduce the number of burglary of motor vehicles offenses occurring in their communities.&lt;br /&gt;&lt;br /&gt;· Be aware of your surroundings&lt;br /&gt;· Park in well lighted areas&lt;br /&gt;· Remove visible items from inside your cars such as:  Cash, laptops, laptop cords, handbags, wallets, credit cards, cell phones, iPods, brief cases, golf clubs, tools, CD's, duffel bags , backpacks, dry cleaning, radar detectors, shopping bags even empty boxes!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt; Mojito Party July 18, 6-8pm&lt;br /&gt;&lt;br /&gt;Barcardi is sponsoring a complimentary MOJITO party for Parkway Village Master HOA at our Clubhouse. This is another great way beat the heat, and it's free!!&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;A Message from the President&lt;br /&gt;&lt;br /&gt;Some of you have asked recently about the financial status of the HOA, and I'm happy to report we're in excellent financial shape.  We are operating within our annual budget, and we have several months operating capital in reserve.  Because we have an excellent group of conscientious homeowners we have a very low rate of delinquent accounts.  This provides us with a steady flow of funds to maintain the facilities and grounds.&lt;br /&gt;&lt;br /&gt;In addition to maintaining positive cash flow we have also been able to cut energy costs by switching electric providers.  This has provided us some extra funds to complete our recent clubhouse upgrades. Will obtain another quote&lt;br /&gt;&lt;br /&gt;Wi-Fi – Christina&lt;br /&gt;• Discussed wi-fi pricing--checked Time Warner for pricing.&lt;br /&gt;• Looking at other providers for internet; determine best provider&lt;br /&gt;• If internet is reasonably priced, the board will approve moving forward&lt;br /&gt;&lt;br /&gt;Hand Dryers – Clubhouse Restrooms&lt;br /&gt;• $396 for infrared-activated + installation&lt;br /&gt;• Board approved installation of dryers in men’s and women’s restrooms&lt;br /&gt;&lt;br /&gt;Reminders:&lt;br /&gt;• Pool and workout facilities are for residents and guests of residents (with resident in attendance) &lt;br /&gt;• Trash cans need to be placed behind the front line of the house (for homes w/o alley trash pick-up).&lt;br /&gt;• New homeowners should collect pool/fitness center keys from seller or collect $25 to replace missing key.  Should be part of the closing documents.&lt;br /&gt;&lt;br /&gt;Parkway Village Signage – Joe&lt;br /&gt;• Quotes obtained for metal signage (cast aluminum).  Not as heavy as stone option and won’t require large base to support signs.&lt;br /&gt;• Price varied for 2 signs - $3660 to $4800, both substantially lower priced than the budgeted and approved stone signs&lt;br /&gt;• Would like to see examples or pictures of previous work&lt;br /&gt;• Would like extra quote for stone option&lt;br /&gt;• Signs are in 2010 budget.&lt;br /&gt;&lt;br /&gt;Social Events - Micky&lt;br /&gt;• Summer Fling - Jazz band from last year was free but is now $1200 – too much&lt;br /&gt;• Will see if any other band/singer can perform or use IPod and stereo system&lt;br /&gt;• Have first planning meeting scheduled for tennis tournament&lt;br /&gt;• Mojito Party – first 50 to RSVP will attend.  July 18th at Clubhouse.&lt;br /&gt;&lt;br /&gt;Architecture Committee - Doug&lt;br /&gt;• Letters went out for various issues&lt;br /&gt;• Some collections from past issues are coming&lt;br /&gt;• Some homeowners have requested more time and are communicating with the board.  Other homeowners have not responded to letters.&lt;br /&gt;&lt;br /&gt;Joe Report&lt;br /&gt;• Pool was closed recently due to calcium deposits.  Pool was drained ½, treated, and refilled.&lt;br /&gt;• Pool must be retiled next year similar to work done on the hot tub.  Tiles are falling off.  New tile will match the hot tub.  &lt;br /&gt;• Will get a quote and add to 2011 budget.&lt;br /&gt;• Two pool lounge chairs need repaired.  $149/chair to fix.  Still cheaper than purchasing new chairs, which likely wouldn’t match the existing chairs.  Board voted to approve repair cost.&lt;br /&gt;• Financial&lt;br /&gt;o Energy savings - $242.94 from same month year over year 2009 to 2010.&lt;br /&gt;o Total cash available - $37,794&lt;br /&gt;o Reserve Account - $33,110&lt;br /&gt;o Dispersement/Working Account - $4,683&lt;br /&gt;&lt;br /&gt;Fitness Center&lt;br /&gt;• Residents have complained about temperature in the fitness center.  The AC for this room is connected to the main AC for the entire clubhouse.  It is set at 76F.  Could look at a large fan as an option.  Lowering temperature will cost additional $ and waste energy.&lt;br /&gt;• Would like to conduct a survey of equipment usage.  Will put up survey in the room to allow residents to comment.&lt;br /&gt;&lt;br /&gt;Website Update&lt;br /&gt;• Discussed access for additional board members to help keep the website updated&lt;br /&gt;&lt;br /&gt;Oak Tree Blight – Christina&lt;br /&gt;• Information found on arborist website indicates that blight infection not easily solved.  Three steps include: isolating/removing the infected tree, digging a trench around the healthy trees, and doing a chemical ground treatment.&lt;br /&gt;• May be difficult to implement in a suburban environment. (This was written up by the previous board.)  So here you go. . .&lt;br /&gt;&lt;br /&gt;PARKWAY VILLAGE MASTER HOMEOWNER’S ASSOCIATION&lt;br /&gt;Annual Meeting February 18, 2009&lt;br /&gt;&lt;br /&gt;President Doug Galbraith called the meeting to order at 7:00 pm. Since no quorum was present, the meeting adjourned. At 7:05 pm the meeting was called to order and those in attendance were identified as a quorum to conduct business. The meeting had the largest attendance of an annual meeting to date.&lt;br /&gt;&lt;br /&gt;All board members were present. Attending board members were introduced as well as Joe and Erika Raap of the E.R. property Management Company. President Doug Galbraith welcomed the attending association members to the meeting.&lt;br /&gt;&lt;br /&gt;Minutes of the previous year’s annual meeting of 02/27/2008 were read and accepted without corrections.&lt;br /&gt;&lt;br /&gt;OLD BUSINESS&lt;br /&gt;&lt;br /&gt;A brief explanation was given regarding the differences of the three associations in the community.&lt;br /&gt;&lt;br /&gt;President Doug Galbraith explained that the board is elected by the association to handle the business of the association, and make the required decisions for the association. This is done on a volunteer basis. The board elects the officers of the association.&lt;br /&gt;&lt;br /&gt;An extensive list of maintenance activities for the year was reviewed.&lt;br /&gt;&lt;br /&gt;Due to problems with unauthorized persons at the swimming pool, it was noted the swimming pool is for members and accompanied guests only.&lt;br /&gt;&lt;br /&gt;The fence between the condos and the single family houses is the property of the Villa Condominiums. It is the responsibility of the owners of the single family houses not to damage the fence.&lt;br /&gt;&lt;br /&gt;The board had discussed the feral cat issue and acknowledges that this is a volatile issue. The association does not provide animal control services, and if a homeowner has a problem with a feral cat or other animal, it is their responsibility to call animal control services provided by the city of Dallas.&lt;br /&gt;&lt;br /&gt;The National Night Out committee sponsored the annual event and Micky Mayer gave a report on the evening. A resident asked for money to spend on pizza. There had been complaints about money spent on pizza the year before, and the board had decided not to participate. A motion was made and approved to budget $200 for the event.&lt;br /&gt;&lt;br /&gt;Another resident asked why money had been spent to have the association’s attorney review the legal requirements for removing a board member. President Doug Galbraith explained that a board member had been disruptive and had given cause to be removed from the board. There had been numerous complaints about this board member and several association members had asked why the board member had not been removed already. &lt;br /&gt;&lt;br /&gt;A resident questioned why she had been sent a letter regarding the replacement of trees in her yard that had been damaged by a storm. She noted that it was not the intention of President Doug Galbraith to send the letter, but rather board members who were acting inappropriately. President Doug Galbraith apologized to the resident for the board’s actions.&lt;br /&gt;&lt;br /&gt;A question was asked regarding the security patrol hired by the association. Security patrols on a 24 hour basis, but not on a defined schedule, other than assigned duties to open and close the clubhouse. Security is only a deterrent, and residents with an emergency issue should call 911.&lt;br /&gt;&lt;br /&gt;A question was asked if the closed street at Gibbons and Haverwood could be re-opened due to traffic congestion in the alley behind Vista Del Sol. It was explained that Parkway Village did not close the street. Parkway Lakes Estates had petitioned City Council to close the street. &lt;br /&gt;&lt;br /&gt;A number of association members accused two association members of spreading an untrue and slanderous rumor about another association member. Those accused left the meeting.&lt;br /&gt;&lt;br /&gt;BUDGET REVIEW&lt;br /&gt;Treasurer Forest Smith reviewed the 2009 budget and answered questions.&lt;br /&gt;&lt;br /&gt;ELECTION OF DIRECTORS&lt;br /&gt;Three directors were voted upon for a two year term. After members cast their ballots the meeting continued.&lt;br /&gt;&lt;br /&gt;NEW BUSINESS&lt;br /&gt;&lt;br /&gt;The possibility of creating a web site for the association was discussed. Guests: Vicki Denton from the Villas HOA&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Vicki – PV Condo Board Member&lt;br /&gt;&lt;br /&gt;    * Several homeowners have reported a possible rodent problem in the heavily vegetated area behind the pool.  The area is somewhat overgrown and seems to support unwanted wildlife.  Homeowners are requesting that this area be trimmed back.&lt;br /&gt;    * Community Garage Sale November 7th – Neighborhood-wide sale in Parkway Village.  Homeowners who want to participate can just open their garages and close them when they are through.  This was advertised in Craig’s List.   Signs will be placed out Saturday morning in locations that do not violate the City of Dallas code.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;‘No Soliciting’ signs have been taken down by our property management company.  The signs have not been effective in deterring door hangers.  If individual owners would like to place signs on their property, this is acceptable.  The City of Dallas code should be listed on the sign – the violator can be reported and fined $250.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Doug and Micky attended the PV Casitas board meeting on 10/25.  The board election is at the end of March.  This information will be placed on the PVHOA calendar on the website.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;The PVHOA election is at the end of February.  There will be two open board seats.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Kendall subscribed to “Constant Contact” for our email service. &lt;br /&gt;&lt;br /&gt;    * The cost is $15/mo. &lt;br /&gt;    * Our emails can designed any way we would like.&lt;br /&gt;    * People can opt out if they do not wish to receive the email updates.&lt;br /&gt;    * We still don’t have everyone’s email addresses.  We can provide up to 500 email addresses to the service.&lt;br /&gt;    * The email is one-way communication.&lt;br /&gt;    * Paper newsletter – we will transition to electronic over time.  We will email the newsletter but possibly provide paper copies in a tube at the Clubhouse.&lt;br /&gt;    * The board will attempt to limit itself to sending no more than 2 emails/month sent to homeowners.&lt;br /&gt;    * We can make targeted list of addresses for things like social events/committee.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Cost Control – Cost Savings – Kendall and Joe&lt;br /&gt;&lt;br /&gt;    * We have obtained a $0.0794/Kw/Hr rate for power with Green Mountain for 18 months.  This is down from over 13 cents previously.  This equates to savings of about $700+ per month.&lt;br /&gt;    * We will keep the PVHOA budget fixed with what we have paid previously in anticipation that rates will eventually increase to higher levels.&lt;br /&gt;    * Savings will start in November.  We will put the monthly savings into the Reserve Account and determine if any of the savings should be applied for improvement project(s).&lt;br /&gt;    * 50% of the Reserve Account is for operating costs.  This comes from people who pay the entire year of HOA dues upfront.&lt;br /&gt;    * Considering putting a pie or thermometer (like United Way) showing the savings add up each month.&lt;br /&gt;    * The HOA does not have many ways to increase our revenue or reduce overall budget costs.  Renting the clubhouse more does not provide additional revenues, as the $75 rental fee goes to clean up the clubhouse after parties.  We will consider other ways to generate revenue without having to raise monthly fees.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Neighborhood Architectural Walk-Thru – Kendall&lt;br /&gt;&lt;br /&gt;    * We have received many responses from letters to homeowners.  We are working with some due to extenuating circumstances.  Generally positive responses&lt;br /&gt;    * Kendall is forwarding all correspondence to Doug for tracking.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Proposed TV Projector for Clubhouse – Proposed Costs – Kendall&lt;br /&gt;&lt;br /&gt;To be considered along with other improvements to the clubhouse and paid for with a portion of the electric rate savings.  As suggested by residents, used for movie nights, football/hockey nights, presentations, and other events.  Proposed as a permanent installation.&lt;br /&gt;&lt;br /&gt;    * Options for the Screen&lt;br /&gt;          o Fixed Screen - approx. $600, but there isn’t a good place to hang something like this in the clubhouse.&lt;br /&gt;          o Pull-down Screen – possibly hang upstairs and pull down when in use. &lt;br /&gt;          o Electric Screen (similar to a TV) – approx. $600&lt;br /&gt;    * HD Projectors – 1080P – approx. $1000-1500.  Can make the picture as large as 100”&lt;br /&gt;    * Sound System – approx. $500 – hang speakers&lt;br /&gt;    * Installation and purchase of system approx. $3500.&lt;br /&gt;    * Wi-Fi + Cable $100/mo&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Food Drive to Benefit NTX Food Bank&lt;br /&gt;&lt;br /&gt;    * Will provide boxes to collect food and turn in&lt;br /&gt;    * Could possibly put these out during the neighborhood garage sale?&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Financial Report &amp; Maintenance Issues – Joe&lt;br /&gt;&lt;br /&gt;    * Replacing the glass on the back clubhouse door isn’t recommended, as the bottom of the door is rotten.  Will get quotes to replace the door.&lt;br /&gt;    * Received bids for replacing the fogged windows: $728 and $1411.  Will obtain a third bid.&lt;br /&gt;    * Have $24,992 in Reserve Account&lt;br /&gt;    * Outstanding monthly HOA fees  =  $2,156&lt;br /&gt;    * Property management will mail a letter with the payment stubs and envelopes encouraging people to switch to Electronic Funds Transfer payments and to mail the enveloped and pay stubs back. Class will focus on insurance for HOAs, what works, what doesn’t, directors insurance, etc. &lt;br /&gt;&lt;br /&gt;PV Condo Association Newsletter – Micky&lt;br /&gt;&lt;br /&gt;    * Neighborhood Garage Sale – November 7th (Parkway Village residents)&lt;br /&gt;    * Upgrades will be completed to the Villas landscaping&lt;br /&gt;    * Need to confirm that the PVHOA master website has a link to the Villas and Condo’s websites and vice versa.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Social Committee Report – Micky&lt;br /&gt;&lt;br /&gt;    * Bunko Night was held at the Clubhouse – 7 attended&lt;br /&gt;    * Village Night – 40+ attended, BYOB. &lt;br /&gt;    * Surveys were filled out.  Most requested: Tennis lessons, monthly happy hour, Yoga, and Networking group.&lt;br /&gt;    * National Night Out – October 6th 6:30 – 8:30 p.m. – Dallas PD officer will be in attendance for a meet and greet.&lt;br /&gt;    * Identity Theft Seminar in November&lt;br /&gt;    * We need signage with the PVHOA website and PVHOA Board meeting tonight.&lt;br /&gt;    * Can we get an Evite for future events so we can get a head count?&lt;br /&gt;    * We have 125 email addresses; not sure if they’re all current.  We received about 60 from our surveys.&lt;br /&gt;    * Kendall will give Micky password access to the website to update the calendar and social events sections&lt;br /&gt;    * Board recommended that the clouded windows in the clubhouse be fixed.  Joe will obtain bids and present to the board for approval.  Will likely be completed in 2010.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Joe Raap Report&lt;br /&gt;&lt;br /&gt;    * Letters to go out concerning home deficiencies from neighborhood walkthroughs.&lt;br /&gt;    * Letter encourages people to go to the website, as well as/or mail Joe letting PVHOA know how the matter in question will be handled.&lt;br /&gt;    * Report was given on overdue dues or fines, liens&lt;br /&gt;    * Unbudgeted expenses:&lt;br /&gt;          o Four sets of card tables and chairs were purchased for the clubhouse $412&lt;br /&gt;          o Equipment for the gym was purchased&lt;br /&gt;          o Sink was repaired&lt;br /&gt;          o Sprinkler was repaired&lt;br /&gt;    * Will be reseeding the common areas with grass mix for colder weather.&lt;br /&gt;    * PVHOA has many residents who pay for the entire year or by bank draft.  Joe would like to email this folks, if possible, to seek permission to not mail them paper invoices and envelopes.&lt;br /&gt;    * Repaired tennis court lights.&lt;br /&gt;    * Reserve account has $24,994.&lt;br /&gt;    * Need to add the dates on the PVHOA website calendar for when the clubhouse is reserved.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Wi-Fi Connection for the Clubhouse – Kendall&lt;br /&gt;&lt;br /&gt;    * Board will look into providing a Wi-Fi connection for the clubhouse and pool area for resident use.&lt;br /&gt;    * Will be insecure network, but PVHOA will not have any computers or data on this network.  No password required for use.&lt;br /&gt;    * Clubhouse has a cable outlet, but there is no service right now. &lt;br /&gt;    * Kendal will look into cost for basic cable and internet for the clubhouse.  Thinks it will be about $30/month for each.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Game Watching at Clubhouse – Is this possible??&lt;br /&gt;&lt;br /&gt;    * Several residents have requested to have football/sports watching parties at the clubhouse.  We currently have no TV or cable to provide this.  Purchasing a TV would make us attractive for break-in.&lt;br /&gt;    * Recommend a projector with an AV card and a screen.  It can be locked up and screen can be pulled up when not in use.&lt;br /&gt;    * Would need basic cable and speakers mounted upstairs.&lt;br /&gt;    * Charging a couple of $ at parties would help pay the monthly cable bill.&lt;br /&gt;    * Kendall will price out and present the required equipment.  Approx. $2000 projected.  Would be a proposed 2010 expense.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;PVHOA Entrance Signs – Wooden signs in front of the clubhouse and in entrance are rotting and need to be replaced.&lt;br /&gt;&lt;br /&gt;    * Suggested that we replace with cast stone similar to other signs around the area.  Signs don’t require any maintenance and don’t rot.&lt;br /&gt;    * Could install solar lights to light up the sign in the entry.  Light available for a few hours and does not require power source.&lt;br /&gt;    * Doug will provide name(s) of companies who make these signs.&lt;br /&gt;    * Would be a 2010 proposed expense.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Doug&lt;br /&gt;&lt;br /&gt;    * Need to announce PVHOA position on soliciting and bulk trash policy on email.&lt;br /&gt;    * Some residents have requested a gated community.  We have 4 entrances.&lt;br /&gt;    * Would cost $20,000+ per entrance. Typical action is to fine, but if this homeowner does not comply, what recourse does the HOA have?&lt;br /&gt;- Other fines that go unpaid are enforced as a property lien&lt;br /&gt;- Could possibly fine in stages (i.e., $100 for the first 10 days, $200 if problem persists, up to $500)&lt;br /&gt;- It was moved by Forest and seconded by Mickey to write a letter about the dog issue.&lt;br /&gt;- Another letter was also written to same homeowner about continued presence of work and boat trailers in the circle drive.  Presence of trailers is Article 11G in the covenants.  Letter was sent on 7/20/09 – trailer had not been removed to date.&lt;br /&gt;&lt;br /&gt;Social Committee Report – Mickey and Tom&lt;br /&gt;- The committee would like to propose an E-newsletter that goes out monthly and include social activities and business of the association&lt;br /&gt;- Advertise events through E0newsletter and posters, no mail-outs.&lt;br /&gt;- Committee feels that the Board should control all communication to homeowners so frequency and content is monitored and controlled (not bombarding people).&lt;br /&gt;- Other HOA’s in our area have password-protected sites and information.  Passwords are given to homeowners after they sign up with address and phone number.  Recommending the same for PVHOA website and homeowners who sign up.  Will protect our legal documents so that only homeowners can see this information.&lt;br /&gt;- For those without computers, these folks could be placed on a snail mail list.&lt;br /&gt;- Recommending Block Captains to gather information and help with social initiatives, as needed.&lt;br /&gt;- Need a script for Block Captains to obtain information for password-entry website.  Will make sure everyone knows what the information will and will not be used for, etc.&lt;br /&gt;- Tom would like to propose an overall communication plan for the PVHOA and its committees for approval by the Board.&lt;br /&gt;- All agreed that the website needs to be updated in a timely fashion before and after an event to keep the website relevant and for people to want to return on a regular basis.&lt;br /&gt;- Survey results included many great ideas, including Bunko and Card Games night, Yoga ($ would be charged), Monday Night Football watching, cooking demonstration, etc.  &lt;br /&gt;- Social Committee is requesting a budget item for card tables and chairs – Mickey to look into cost at Wal-Mart, Costco, etc.&lt;br /&gt;Executive Session Began 7:45 p.m.&lt;br /&gt;&lt;br /&gt;Dog Barking Concern&lt;br /&gt;Board took a vote concerning writing a letter to homeowner with barking dog.  Vote was 4-1 in favor of writing the letter.  Follow-up action is:&lt;br /&gt;- First letter stating violation&lt;br /&gt;- Second letter with threat of a fine&lt;br /&gt;- Third letter a fine is issued.&lt;br /&gt;- Delinquent fines will be dealt with as typical with other situations.&lt;br /&gt;&lt;br /&gt;Bulk Trash Concerns&lt;br /&gt;- Trash in the common areas and homeowners placing bulk trash out early is a concern again.&lt;br /&gt;- Believe that homeowners don’t know the process despite the newsletters addressing this topic several times.&lt;br /&gt;- City does not want trash in the streets and will fine for this activity.  This is a problem for homeowners who do not have a sidewalk in front of their house/villa.&lt;br /&gt;- Trash is not to be placed in the common areas.&lt;br /&gt;- Homeowners can and should call the City for special pick-up.  Will take up to 10 days, but can be as quickly as the same day as the phone call.&lt;br /&gt;- Board discussed having Joe’s crews pick up the trash, but this will cost the HOA extra $$ and come out of HOA dues.&lt;br /&gt;- Will put information on the website and remind folks again in next newsletter.&lt;br /&gt;&lt;br /&gt;Architectural Walk-Thru’s&lt;br /&gt;- Doug has conducted an initial walk-thru.  Only about 5 houses need attention.&lt;br /&gt;- There are 2 houses that have still not complied with last year’s walk through and fines.&lt;br /&gt;- Recommend that the board walk through together to see what the issues are and to familiarize everyone with what is typically looked at.&lt;br /&gt;- Next walk through is scheduled for August 15h at 9:30 a.m.&lt;br /&gt;&lt;br /&gt;Joe Raap Report&lt;br /&gt;- Had a small leak on the side of the Clubhouse, but the leak turned into a bigger issue.  Leak was on HOA side of water meter and required a fair amount of digging.&lt;br /&gt;- The fountain motor has been running hot – turned it off until the repair is made.  Will clean the impeller of any trash and look for any other signs of stress.&lt;br /&gt;- HOA has $33,016.78 on hand, including $24,995 in the “reserve” (emergency) account.&lt;br /&gt;- HOA has $1050 in delinquent fees. Items of discussion include but are not limited to legal discussions, budget, maintenance, fun events, volunteering, crime and community concerns.  We hope this will give you an idea about what types of things are discussed, and we welcome your comments on this blog.&lt;br /&gt;&lt;br /&gt;Thanks,&lt;br /&gt;&lt;br /&gt;Kendall McCamey, President&lt;br /&gt;Parkway Village HOA&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;Parkway Village Homeowner’s Association&lt;br /&gt;Board Meeting Minutes&lt;br /&gt;May 13, 2009&lt;br /&gt;&lt;br /&gt;Old Business&lt;br /&gt;&lt;br /&gt;Bulk Trash Pick-up&lt;br /&gt;• Preferably, trash should be placed out front of a house on the curb (rather than at a central location or behind the house).  The City of Dallas does not specify.&lt;br /&gt;• Will add something to the PVHOA website to address buld trash pick-up with guidelines concerning timeframes for placement of the trash (i.e., not before Sunday).&lt;br /&gt;&lt;br /&gt;Overhanging Trees and Adjoining Fences – Doug&lt;br /&gt;• PV homeowner has an issue with the condition of a share fence along the back of the property.  The fence is actually owned by the Condo association and was repaired but not to the satisfaction of the homeowner.  PVHOA has recommended that the homeowner build its own fence to match the other sides that make up the homeowner’s backyard fence.  &lt;br /&gt;• Concerning overhanging trees – it is recommended that the homeowner continue to work with neighbor to seek a mutually agreeable solution.&lt;br /&gt;&lt;br /&gt;Crime Watch Blog on Website – Mickey&lt;br /&gt;• Mickey has a subscription to the local daily city crime watch email.&lt;br /&gt;• May cut and paste a few days at a time into one post on the Crime Watch Blog for people to view.&lt;br /&gt;• Need to change the blog access to “All” so everyone can post for now.  May change later if any problems arise with problematic posts.&lt;br /&gt;&lt;br /&gt;New Business&lt;br /&gt;&lt;br /&gt;Summer Fling Proposal – Mickey&lt;br /&gt;• Propose to have a social at the club house possibly Sunday, June 28th.  Joe will check the clubhouse availability.&lt;br /&gt;• The social, Summer Fling, could be a potluck, water melon or ice cream social to get neighbors out and to distribute info about the website, gather email addresses for PVHOA email blast.&lt;br /&gt;• Possible entertain is a singer/guitar artist who has offered to play along with kids games.&lt;br /&gt;• PVHOA would likely only supply paper products and ice for the event depending on what type of food is served.&lt;br /&gt;• Board agreed to pursue the social further, including determining a date, final format and estimated cost.&lt;br /&gt;&lt;br /&gt;Other Clubhouse Gatherings – All&lt;br /&gt;• Looking at other gatherings in the clubhouse, including:&lt;br /&gt;o “Green Living” with local experts with information on energy saving opportunities for the home (tankless water heaters, weather proofing, etc.)&lt;br /&gt;o Landscaping for Small Yards – bring in landscape architect or master naturalist to share landscaping ideas&lt;br /&gt;o Homeowner Animal Control – raccoons, possums, etc.&lt;br /&gt;o Block Party &lt;br /&gt; Doug has confirmed that PVHOA does not have to contact the Dallas Police to get a permit for a block party since we own the streets within clubhouse area.&lt;br /&gt;&lt;br /&gt;• April PVHOA Newsletter&lt;br /&gt;o Board has not received any responses about the newsletter&lt;br /&gt;o Would like to get the E-Alert (email messages) going, but need more email addresses.&lt;br /&gt;o Would like to pursue E-Delivery of the newsletter to save the paper and mailing expenses.  Newsletters will be posted on the website blog for future viewing.  Goal is to reduce the number of mailings by 75%.&lt;br /&gt;&lt;br /&gt;• North TX Homeowners Association&lt;br /&gt;o Board agreed that PVHOA should become a member of the NTxHOA for $35/year.  The Association has many benefits and information for members.&lt;br /&gt;&lt;br /&gt;• Website – Edits/Additions&lt;br /&gt;o Need to add info and rules for:&lt;br /&gt; Swimming Pool&lt;br /&gt;• Pool care comes 3X per week to treat the pool with chemicals. Need to include a message about not using the pool before 9 a.m. so the chemicals can dissipate.&lt;br /&gt; Tennis Courts&lt;br /&gt;• First come, first served&lt;br /&gt;• Need to encourage courtesy to fellow users by rotating after an hour or so and not to dominate the courts when people have been waiting a long time.&lt;br /&gt; Parking Area around the Clubhouse&lt;br /&gt;• Board agreed that the sign should be changed to allow users to park until 10:00 p.m. whether using the clubhouse or not.&lt;br /&gt; Architectural Reviews&lt;br /&gt;• Board agreed that the dates for the Architectural walk-throughs should be announced on the website to give homeowners an opportunity to address any possible items.&lt;br /&gt;&lt;br /&gt;• Homeowners Association Bills Pending in TX House/Senate – Chris&lt;br /&gt;o There are 3 separate bills pending in the TX Legislature concerning powers of HOAs. We appreciate your participation in the election process.  It was definitely a spirited meeting and the largest turnout for any &lt;st1:place st="on"&gt;&lt;st1:placename st="on"&gt;Parkway&lt;/st1:placename&gt; &lt;st1:placetype st="on"&gt;Village&lt;/st1:placetype&gt;&lt;/st1:place&gt; election to date!  &lt;/span&gt;Most homeowners are diligent about the appearance of their homes, and we greatly appreciate our neighbors who continually maintain their property.&lt;span style=""&gt;  &lt;/span&gt;It is in our best interest as a community to continue to maintain the high standards of appearance we have always had.&lt;span style=""&gt;  &lt;/span&gt;This effort is what keeps our property values high in contrast to other parts of &lt;st1:place st="on"&gt;&lt;st1:city st="on"&gt;Dallas&lt;/st1:city&gt;&lt;/st1:place&gt; where values have been in rapid decline over the past year.&lt;span style=""&gt;  &lt;/span&gt;To prevent future break-ins, please be alert and report any unusual circumstances or suspicious behavior by calling 911.&lt;span style=""&gt;  &lt;/span&gt;Locking your car and parking it in the garage can also help prevent any theft or damage to your car.&lt;span style=""&gt; Due to high demand from residents, we are adding a treadmill to the mix.  &lt;/span&gt;While the HOA has signs posted at neighborhood entrances regarding businesses soliciting there are still a few offenders.&lt;span style=""&gt;  &lt;/span&gt;Lately there have been salesmen representing AT&amp;amp;T who have knocked on doors in an effort to sell their products.&lt;span style=""&gt;  &lt;/span&gt;AT&amp;amp;T has been contacted but they informed us that they do not sell door-to-door.&lt;span style=""&gt;  &lt;/span&gt;However, there are resellers of their services that use other sales strategies, and these are likely the people calling on us personally at our homes.&lt;span style=""&gt;  &lt;/span&gt;The best strategy is to ignore them or to let them know that we have rules against soliciting in our neighborhood.&lt;span style=""&gt;  &lt;/span&gt;If there is no business to be had here, they will not spend time here.&lt;o:p&gt;&lt;/o:p&gt;&lt;/span&gt;&lt;/p&gt;
